As a second tier apex organisation provides fund to partner organizations (POs) : non-government, semi-government and government organizations, voluntary agencies and societies, local government bodies, for assistance for generating income and employment opportunities for the landless and assetless for alleviating poverty. PKSF also provides institutional training and advisory services, monitors fund utilisation based on PKSFs performance standards.

US$ 70,170,000 allocated for 2002-2003 in five components :
(1) Rural Microcredit;
(2) Urban Microcredit;
(3) Hard-core Poor;
(4) Microenterprise Lending; and
(5) Institutional Development.
