The Fund is centered on DID's mission i.e. to empower the disadvantaged in developing countries and countries in transition by developing community-owned and operated financial institutions which will have an impact on the community.

The Partnership Fund is a "mission" driven fund.

The Fund's objectives are to:
- Improve access to financial services and quality of life of disadvantaged local communities in emerging countries or countries in development or transition;
- Help strengthen community or locally owned and operated financial institutions;
- Provide a leverage to attract amounts available for technical assistance from international donor agencies;
- Contribute to the collaboration of other international investors of the sector;
- Generate a satisfactory return.
