NIRDHAN, an NGO founded by Dr. Harihar Dev Pant, former Deputy Governor of the Central Bank of Nepal, started in 1991 and became fully operational in 1993. Because of the weak legal status of NGOs in Nepal, NIRDHAN saw the necessity to create a development bank, Nirdhan Utthan Bank Ltd. In July 1999, the whole portfolio of NIRDHAN was transferred to Nirdhan Utthan Bank Ltd.
