The disengagement of the government from rural areas that occurred in 1998 with the liquidation of the Caisse Nationale de Crédit Agricole, the only state-sponsored financial institution serving rural populations, increased the vulnerability of these populations to the ravages of poverty. This poverty was exacerbated in 1994 with the devaluation of the CFA France, which made living conditions even more difficult.
