CARD is an institution that comprises both NGO and a Bank. CARD NGO began its microfinance program in earnest in 1989 when it adapted the Grameen Bank lending methodology. In 1990, CARD formally launched the Grameen Bank replication program, entitled the Landless People's Development Fund (LPDF), as its credit arm. Since CARD inception, the ultimate vision of establishing a formal banking institution owned, controlled and managed by its landless rural members has always been the program's mission. Now that CARD has started operationalizing its vision since September 01, 1997. The formal launching of the CARD Bank, still is on its way of expanding and realizing its ultimate goal - to be a program partner of the rural poor in combating the poverty situation in the country.
