The strengthening and development of the agricultural and agro-industrial sector of the economy, through support to private farmers and entrepreneurs, but also to organized businesses in Southern Kazakhstan. The creation of prosperous conditions for the development of entrepreneurial initiatives and labor, ensuring the employment of the population. Inculcating new methods of management and new technologies, using local and international experiences in the spheres of agricultural production, trade, industry and services. Supporting the creation of prosperous conditions to attract foreign investment to the agricultural sector of the economy. Showing material support – as a hopeful source of financing for current production processes, while widening the activities and improving the results of labor for peasant farms and private entrepreneurs. Training the leaders of peasant agriculture and private entrepreneurs in the foundations of entrepreneurship and the principals of cooperation and joint activity, through qualified consulting support. The main types of activities of the Fund are providing financial support – as a reliable source of financing for current operations in production process, widening the activities and improving the results of labor for peasant farms and entrepreneurs. The mechanism for providing financial support includes granting money for the purchase of seeds, GSM, fertilizer, equipment, towards the purchase of agricultural livestock necessary for production, and to the increase of working funds for peasant farms, farmers and entrepreneurs.
The provision of financial support is implemented through a working program in three directions:
1. Fuel, seeds and fertilizer.
2. Machinery, equipment and animal husbandry.
3. Agro-business, small and medium-size enterprises.
What is especially distinctive about these programs and what causes it to differ from other financial institutions, is that the Fund supports not only active farms and entrepreneurs but also supports the formation of new enterprises, giving the opportunity to begin activities from scratch.
Developing and carrying out a policy of providing financial support necessitates maintaining concrete demands and administrative procedures, with regards to the selection, training and granting of support and of its complete repayment.
