The organization is the outcome of the transformation of an expired project managed by International Labor Organization (ILO). The project covered 19 districts in mainland Tanzania but YOSEFO formed to start operations in Dar es Salaam and later in Morogoro. This is because the project has only a net capital of Tanzania Shillings of 24,682,938. YOSEFO's major challenges are a lack of sufficient capital, a high cost of capital (forcing YOSEFO to increase interest rates on loans), and lack of funds for providing other services like training clients and staff.
